Texas has been dealing with Tropical Storm Harvey for days. Many Texans left their homes to escape the storm. This also applies to Otis owners. The dog belongs to 5-year-old Carter and his parents. Otis was temporarily placed with his grandfather, Salvador Segovia, in the town of Sinton. He stayed there in the enclosed backyard, with food and drinks.

The dog was probably afraid of the storm, because Otis was nowhere to be seen Friday morning. “I looked everywhere, but I had no idea where he was,” Salvador told The Washington Post.
A day later, the dog was spotted by American Tillie Dawkins. She had come to check on the homes of evacuated friends and relatives when she saw Otis walking alone down the street. He had a big bag of dog food in his mouth. “He seems to be on a mission,” Dawkins says. “I thought it was very cute.”

She posted a photo of Otis on Facebook with the hashtag “refugee.” The post was shared tens of thousands of times and Otis quickly became an online celebrity. Dawkins followed the dog, which was now on its way back to Salvador's house. “I asked if that was my dog,” Salvador says. “When I turned around, I saw Otis walking in with a bag of food.”

Salvador believes Otis “stole” the bag of food. “He's a smart dog and knows where to get his food.”
